New act makes land buy very difficult: DIPP
The department of industrial policy and promotion (DIPP) secretary Amitabh Kant on Wednesday stressed on the need for amending the existing Land Acquisition Act stating that it has become difficult to acquire land for construction of roads, ports and creating other infrastructure under the act. He points out that a lot of projects have been stuck due to the act and that there is an urgent need to amend the act. The new Land Acquisition Act looks to provide just and fair compensation to farmers and came into effect from January 1, 2014. The act received the assent of the President on September 27, 2013.
The new act replaced the old act of 1894 which suffered from a lot of shortcomings. It was silent on the issue of resettlement and rehabilitation of those displaced by acquisition of land. The new act makes it necessary to get the assent of 80% of people whose land is taken for private projects. The bill makes mandatory obtaining consent of 70% of the people in case of Public-Private Partnership projects.
Additional secretary in Cabinet Secretariat Anil Swarup informs that 52 mega projects with approximate investments worth Rs 5.3 lakh crore have been cleared and many more are in the pipeline to be cleared.
