Unable to cope with the growing need for the potable water, HDMC has now decided to make RWH compulsory in new buildings coming up in the Hubli-Dharwad twin cities.

Hubli-Dharwad Municipal Corporation has made Rainwater harvesting compulsory. If owners of new buildings fail to set up rainwater harvesting (RWH) facility in their buildings, the Corporation will not issue completion certificate to owners of new buildings. A team of engineers has already been formed to monitor those who are constructing new buildings in Hubli-Dharwad and those who would seek permission for the same.

Realizing the need of RWH to address the water problem plaguing the twin cities, HDMC had in 2004 enacted a building by-law, instructing the owners to ensure RWH facility in their new buildings. But neither any owner nor HDMC officials have taken the by-law seriously.

The “alleged” negligence on the part of HDMC has resulted in violation of building by-law by the owners. Unable to cope with the growing need for the potable water, HDMC has now decided to make RWH compulsory in new buildings coming up in the twin cities. HDMC commissioner K V Trilokchandra said HDMC has done a survey of the twin cities where new buildings are coming up. “We will not issue completion certificate (CC) to building owners who fail to have RWH facility in their new buildings,” he added.

“We aim to cultivate the habit of conserving precious water among the people. RWH would help them use water for other (secondary) purposes and reduce their dependency on the water supplied by HDMC,” he said, and added that they are planning to give incentive to those who install RWH facility.
