UDD Gujarat to provide amenity spaces in undrawn TP schemes
Vadodara- To curb uncontrolled developments on the outskirts of the city, Gujarat’s urban development department has issued a notification saying that it will provide amenity spaces in the areas which do not have town planning (TP) schemes.
The department has proposed to make a variation in the existing General Development and Control Regulation (GDCR) of the development plan of Vadodara Urban Development Authority (VUDA).
In this regard, the authority has added a new clause for amenity spaces in the GDCR of the development plan. With this, despite there is no TP scheme passed in any area, the VUDA will be able to allot space for public roads and other purposes. And to facilitate this, deduction from lands in the area can also be reserved.
As per the proposed variation, the land can be in one or more parcels, but each parcel should have an area of at least 1,000 square metres. And if possible, the plots should have access to public roads. The developer/s of the plots should make sure that the land is free of any kind of land encroachment till the intention of a TP scheme is declared.
If there are no public roads passing through the land, then it is the responsibility of the developer of the land in consultation with VUDA to make arrangements for an 18 metre-wide public road. The developer/s will also have to designate land for the VUDA for purposes like housing schemes for the economically weaker sections, slum rehabilitation, parks, gardens, playgrounds, schools, dispensaries, fire brigade and other utilities.
The developer can allocate up to 40 percent of the total area of the layout for the development of roads and amenities. The compensation for this deduction will be done by VUDA when it is included in a TP scheme, once it takes possession of the land.
The chief executive officer of VUDA said that suggestions and objections had been invited regarding the notification. To implement the proposed changes, it will take some time, he added. This had become necessary as areas where TP schemes were not laid were observing fast development. At times, this was being done to avoid land deduction for the roads and amenities. Once development has taken place it becomes difficult to get land for such purposes, explained the chief.
