Delhi govt refuses to pay for layout plans

Colonies in DelhiDelhi- As instructed by the Director of Local Bodies, owing to shortage of funds by government regarding payment for layout plans for regularised colonies, the three municipal corporations of Delhi had held meetings with representatives of residents’ welfare associations (RWA). But the Commissioners of all three corporations could not make any move in this regard.

The Director of Local Bodies had asked the commissioners to meet representatives preferably by February 26th, said senior officials.

They were told to clear all the issues with regard to the  finalisation and approval of layout plans of regularised colonies in Delhi city. The layout plans were planned to be finalised only with the RWAs consent.

East Corporation commissioner alleged that payment for layout plans was not the matter of utmost importance as the important thing was that the RWAs were reluctant to approve the layout plans of their colonies since they were anxious about the layout being in accordance with the Master Plan. The representatives of RWAs who were present in the meeting were not confident about their authority over the RWA members, he said.

In earlier meetings, it was discussed with the Director of Local Bodies that the RWAs may not agree to pay, but still, the Director ordered the Commissioners to arrange meetings with RWAs, alleged a senior official in the Town Planning department. He also said that the survey reports of 15 regularised colonies have been kept ready by the institutes and the corporations.

A detailed survey was carried out for the colonies and also a format has been set for the entire operation by the officials. There are approximately 40 families in one acre and totally there are 300 acres as regularised colonies. Making layout plan for each acre costs around Rs 1 lakh, which will be borne by families living in that acre. As the government refused to pay for drafting the plans, an alternative has to be planned for paying the institutes, said the officials.

Following the order of the Director of Local Bodies, the officials had sent letters to all RWAs on February 15th, seeking them to submit demand drafts in favour of IP University, Jamia Millia Islamia and School of Planning and Architecture, for preparation of layout plans.
