Parents worry as ‘Aadhaar card must’ to get income certificate
New Delhi- The Delhi government has made it mandatory for parents seeking admissions for their children under the Economically Weaker Section (EWS) in private schools to have income certificates. But as per the government rule, one can obtain an income certificate only if the person has an Aadhaar number.
It has become a major concern to the parents who do not have an Aadhaar card to get their child admitted to school under EWS category.
To get an Aadhaar number it takes around 60-90 days after enrolment while the last date for school applications is less than two weeks away.
Khagesh Jha, Delhi High Court advocate and education activist, objects this rule of the government. He said that income certificate is not related to welfare but is an exercise of a citizen’s fundamental right. And Aadhaar card cannot be an obstacle to a child’s fundamental right of education.
The income certificate is mandatory to apply for a seat under the Economically Weaker Section category. The benefit of EWS flows from the Right to Education, which is guaranteed as a fundamental right by the Constitution.
Adding to the problem, the Revenue Department has issued a notification stating that it is mandatory for citizens to have Aadhaar for accessing government services.
Many parents are worried due to their helplessness in getting an income certificate as they have no Aadhaar number. Other documents like voter ID card, ration card and an electricity bill are being changed to fit for nothing.
Most of the residents have no idea about how and where to enroll for an Aadhaar card. Time is also a constraint for many parents. It takes at least 60 days for getting Aadhaar and ten days for getting income certificate. How can parents submit applications in schools within 15 days?
Official sources from Saraswati Vihar SDM office, in North-West Delhi, confirmed that the Aadhaar has been made compulsory for the income certificate from 1st January.
Parents would heave a sigh of relief if income certificate will be issued without any mandatory norms of having an Aadhaar card.

Through the launch of Aadhaar based Direct Cash Transfer scheme, the government is just expecting to attract voters for the 2014 Lok Sabha elections similar to their previous launch of MNREGA program in the 2009 general elections. They don’t know that not even half of the country’s population has got their Aadhar card then how can they make them compulsory for accessing various services? This is really ridiculous.
