The OC essentially tells you that the owner can legally occupy the building. In Bangalore, this is a mandatory document for an apartment complex having more than five units.

Hi Everybody, Every time, when there is a delay in project, we catch the builders and developers of the project. And we don't try to find out the reality, why there is a delay in project? Nobody want to face the legal issues. The project get delay due to the legal approval in most of the cases. The legal approval authority ask for the huge bribe from the developers. On an average, a developer has to shell out Rs. 800/sq-ft. more than the actual construction cost to the approval authority. Average bribe per square feet paid for every project is Rs. 800. The burden is passed on the buyers. Now, tell me who is the prime guilty?

What are the apartment sizes? What are the options for bank loans? When was the construction suppose to start?
They currently have apartments available in two sizes: 22 apartments - 2BHK (1350 sqft) & 16 apartments – 3BHK(1850 sqft). Bank loans are available through ICICI & HDFC. The project construction work was suppose to start in 2012. There is a delay :( :(

Hi Guys. I have bought a flat in SV Jasmine couple of years back opp KSIT. 1. They have put a junk borewell motor. Every month our borewell motor is coming down. We had to spend 10K each time to get it repaired. 2. Very worst electrician work. Come to my flat i can show you MELTED wires across. 3. No documents or no khata transfer yet. 4. Builder and Land owner clashes and the apartment people are the sufferrers. The list goes on guys... I suggest you visit once their already constructed apartments and take a wise decision. Cheers.

Q: I have booked flat at Casa Rio-Persiana, At the time of booking they said possession will be given in Oct 2013, then on tentative date is also mentioned as Oct 2013. But on Stamp Duty registration paper it's mentioned Oct 2014 and with 1 Year grace period. Each and every time they are making fool. Also they have promised after registration they will provide us coupons but nothing happened as per discussion. Q: When I first booked a flat in this project, I was very excited and looking forward to living in this community.. But it's been more than 3.5 yrs, it is still under construction and as per the latest communication it will still take another year; this is very disgusting given the fact that they committed to deliver within 1.5 to 2 yrs and compensation if there is a delay. But there is no compensation given and false possession dates are being provided every time. So far the possession date is changed at least 6 times now, giving the silliest reason ever - 'Unavailability of labour'. How the hell they cant find labour from the entire Mumbai region? Whereas on the other hand they are starting couple of other projects every now and then. They are just there to take your money and enjoy the interest of it without thinking about You - The Customer. Poorest customer service. One important learning is never go on brand name. Very Very very unprofessional and misleading people and project.

Q: For Casa Univis (or is it now Splendora?) Egnis E, I once again got a call urging me to take Fitout possession. They are not offering any information on OC and consequently the final possession except to say that they have applied for it. But they are trying to get more money out of me by offering fitout possession. Also, on CAM they are saying that it will start from Jan 15, 2013. When I don't have possession of the flat how can they expect me to pay for maintaining it? Also, they have not addressed the issue of doubling the maintenance charges from what was agreed upon. Also, when I asked them if the clubhouse, pool and other infrastructure is ready, they haven't answered in the affirmative. These, by the way, are what this maintenance charge is supposed to be going towards. So, basically Lodha expects the buyer to pay for maintaining infrastructure that isn't ready yet and that the buyer doesn't legally have a right to use.

Hi Folks, Here, i brought a good news for you all. MMRDA sanctions Rs 35400 cr for Mumbai Metro mega expansion. They have also Sanctioned this fund for the new areas. The new areas for which money has been sanctioned are Dahisar - Charkop - Bandra-Mankhurd Metro - 2 corridor, Wadala - Ghatkopar -T hane - Kasarvadavali Metro - 4 via Wadala GPO and R.A.Kidwai Marg, Dahisar East - Andheri East - Bandra East Metro - 5 corridor and Jogeshwari - Vikhroli Link Road Metro - 6 corridor.
How much fund has been sanctioned for these areas?

At present, Mumbai has only a single line of metro from Ghatkopar to Versova, a distance of around 40 mins. But the Development Authority has also accepted 2 new detailed projects, one for the 16.5 km Andheri East to Dahisar East Metro Corridor and the other for 18.6 km Dahisar to D.N. Yes Dhiraj at last we will get some relief from the heavy trafic, especially during the peak hours. Monorail plan is on and as soon as the government will sanction the structure of the monorail the construction will start immediately. Q: My uncle purchased a flat from a reputed construction company in hyderabad. First installment he paid directly in the office and received a original receipt. He was introduced to a sales executive personally by the company staff . The sales executive started visiting my uncle frequently with the inputs of the site development phase so for the second installment he paid the executive in person at his home in the presence of the executive's coworker and he received the receipt for the second installment by the sales executive but the problem is that the sales executive ran away with the money and our amount was not credited in my uncles account. so the problem pertaining here is the second installment receipt is with fake signature claimed by a employee of the company . I want to know my rights as a consumer to get my money back. Honest opinions and adequate information will be respected.

I have invested thinking that after ten years there would be good rental demand in that area. And as you said, completion may be delayed for 2-3 years easily. The new Real Estate Regulatory Bill which was approved by the union cabinet in June 2013, has been recently tabled in the Rajya Sabha, which once passed, may curb most of the irregularities in the real estate industry.

Ramprastha builder has a huge land bank. The township is spread across 450 acres. It takes around 20 min to drive from Delhi international airport to Ramprastha city. Q: I am interested to buy a plot in ASTRO GREEN CASCADE. But the only negative factor I see is there is a DUMP YARD exactly in front of the layout. Nice to know that you are planning to buy a villa in Lucknow. You have just broadly mentioned that you are confused. What is the exact dilemma? You are confused between various projects and builders or confused between the choosing the better area. There are a lot of domestic and pan India builders working on villa projects in both Rabindra Palli and Faizabad road. I would suggest you to go with a project of a pan India builder that can ensure clean paper work and quality of products used in the construction. Future Builders and Developers have a good villa project on Faizabad road that has received good response.

For now I do not think plot projects are available as the Peripheral Ring Road is under construction and the project is suppose to get completed by 2016. Hi Surinder, Not long ago, the tribunal had put aside 2 office notices from the Ministry of Environment and Forest (MoEF) which stated post facto environmental clearance could be given to buildings which started development activity. What i feel the Indian realty sector will feel a significant impact if the banks decide to increase lending rates. The sector is already dealing with slow sales due to dampened customer sentiments. The increased interest rates are expected to further dampen customer sentiments. Realty players were earlier hopeful about improved property sales during the festival season. Re-construction of residential units for the economically weaker sections of the society has always raised a number of questions in the state. Allottees of the Ejipura economically weaker section quarters point finger at the Bangalore Development Authority and attribute the delay in reconstruction work as a sheer negligence.

So true Shailja, you keep hearing that there is slowdown in the market but the builders have hardly brought down the prices...so for budgeted houses, youhaveto look at the NCR area like Noida Extension, Yamuna Expressway, Raj Nagar Extension and Bhiwadi. and that too if the bedget is between 25-50 Lakhs...
well i can suggest that one can look at Vaishali, Indirapuram and Kaushambi for a budget of say Rs 30-35 Lakhs in builder floors but mostly available will be 1 bhks....

@santosh, But do you know that total investments in India from NRI’s, FII and FDI come into two asset classes – equity and real estate. NRIs’ expected rate of return generally differ between 15-18 % and for FDI, it is 20-25% annually. Any change in the Rupee and Dollar exchange rate in the 4-5 % range will not have any significant impact on the inflow of funds.

Good question Suresh, Civic Government in Kolkata has started its journey with the law and order of the Calcutta Municipal Act, 1923. Later this Act was take the place of the Calcutta Municipal Act, 1951. At last the Act of 1951 was changed by a new Act namely the Calcutta Municipal Corporation Act, 1980. The name of 'Calcutta' has been converted to 'Kolkata' after enactment of the West Bengal Capital City (Change of Name) Act, 2001. The Kolkata Municipal Corporation (KMC) is responsible for providing basic civic services such as Roads, Lighting, Water Supply, Education, Health, etc. to the people of Kolkata.

Out of the 25,034 flats offered, 22,627 flats are 1BHK units with a drawing room, kitchen and washroom predominantly situated in Dwarka 2,392 flats, Rohini 11,509 apartments and Narela 9,887 units. These units/flats are to be offered to the Lower Income Group class in high need. Other 700 apartments are to be offered to EWS classification. India has a fantastic opportunity where we can work outside of the chains of existing technology. A number of new cities are already in the works, especially in the corridor between Delhi and Mumbai.
Well Suresh, The latest update was about promises, Arvind Kejriwal like others, made many. But that time is over, a country or a State can not run just on insignificant promises, it needs a government which can deliver on those promises. Prime Minister Modi, as promised, is working on building smart cities among other things. To do so, the Government is planning to amend the land law, which, in its present form, can prove to be big problem in developing smart cities.

Hi Guys, I came to know from news that, honorable Chef Minister of Odisha said his government was working for benefit of the farming community in the state and announced an additional ten lakh hectares of land would be irrigated in the next five years. The government is working for the welfare of all sections of the people and your blessings are necessary for successful implantation of the schemes.

Yes Diwakar, Now, the country has put their first step towards success. The urban development and rural development ministries have finalised their respective components for providing 6 lakh houses, 2 lakh in urban areas and 4 lakh in rural areas and it is likely to launch around mid of June 2015.

Hey Suresh & Diwakar, They are already busy in celebrating their 1st year anniversary programmes. They are just waiting for PM to give time for the final launch. After all it's a very big initiative so it would have a proper launch. The effort which was earlier planned as Sardar Patel Mission would now be named to honor 75 years of Independence.
After so many ups and downs, the govt. has successfully completed their one years. And the new mission would include all the already existing schemes such as Rajiv Awas Yojana and Rajiv Rinn Yojana Ministry of Housing and Urban Poverty Alleviation and rural development ministry. I have booked an apartment in KR Puram, Bangalore but the builder is not giving Occupancy Certificate for the project. What I should do? Please help..
Are you living in an apartment in Bengaluru which does not have an Occupancy Certificate (OC)? Then you may be in a quandary due to the recent decision taken by the Karnataka government making it mandatory for builders to provide home buyers with an OC. The Karnataka Chief Minister said that the government plans to take stringent action against those errant builders flouting building bye-laws by not providing home buyers with an Occupancy Certificate. Thousands of home owners are facing a similar plight of not being provided with an OC.

No occupancy certificate means that the building has not been given a 'Pass Certificate' by the concerned authority. As such, it does not have all the mandatory infrastructure or clearances that make the building inhabitable.

The OC essentially tells you that the owner can legally occupy the building. In Bangalore, this is a mandatory document for an apartment complex having more than five units.

Expected possession of this project is around June 2016.

At the same time CM also assured that no one can use the TDR acquired in an area with low real estate ready reckoner rate in another with a high one. They won't allow anybody to earn the gains. But i am little worried about the housing mill workers. Is there any initiative take by the CM for the benefit of those mill workers in new TDR Policy?

Hi, First of all i want to tell you that what is Land Acquisition Bill? Land acquisition relates to the process where a government gets land from land owners for any purpose. Generally, the purpose is related to development projects conducted either by PSUs (Public Sector units) or the private sector.
Do you know Ravindra that we had the Land Acquisition Act of 1894 which was imposed in India since the time of British rule. Under this Act, the government could acquire any land as it wishes to, in the name of "public purpose". The British had never described the words "public purpose" in a clear-cut way, which intended that in theory as well as in practice, a government could acquire land for any purpose they wanted, and term their purpose "public purpose".

@Ravindra, There were many issues raised against such land acquisition: 1) No one, be it the land owners whose land was acquired (mostly farmers), nor those who may not have owned the land but whose occupations were dependent on the land acquired (mostly agricultural laborers), were compensated monetarily or otherwise as per this Act. 2)
Also, land could be acquired with just a notice by the Collector within a short time period where people who would be impacted neither had a chance actually to challenge the acquisition legally, nor had a chance to find some different occupation or plans for their own.

Q: This is just to inform you that I got the contact number of one agent named "Surinder Singh" who is working as broker in the zirakpur and derabassi area. He showed me many flats. one i selected but he didnt tell me about the dispute of this porperty. Every other broker was saying dont take this but he was assuring me that the property is clean. So i gave the token amount of 10,000 rupees and he said it is refundable if deal cancelled. Now the bank is not approving the loan of the property as it is already mortagage and seller was trying to sell the first floor where ground floor was already mortgage by the bank. I decided to cancel the deal but now 1 month has gone but broker is still saying i will get money from the seller then i will give you. It is the responsibility of the broker to show the good flats and to get the money back. He should give him the refund and after that he will spent his free time to get the money back from seller to himself. but why we should spent our important time and money for these types of broker. Please commonfloor, create a profile and feedback field for the brokers also so that we can give them scores.

The total number of project launches during the quarter fell to 24700 units, down by 55% compared to the year-ago period. It is expected that the developers stop due to the slowness in housing sales.

@Shalini, Constant increase in input costs including cost of statutory approvals from the state government, land and land development cost were also the reason for dip in the new launches. Moreover, while the market sentiments are positive and the inquiries have elevated, change of interest to sale is low.

Hey Ravi and Abhi, Don't forget that Higher FSI is also playing major role in project delay. The Municipal Corporation of Greater Mumbai had proposed in February to increase the Floor Space Index to range between 2 and 8, compared with an earlier cap of 1.33. The FSI determines the maximum floor area allowed in a building comparable to the land. A higher number means more apartments can be built on a piece of land.
Even i think that redevelopment projects could come to a total halt until clarity comes out. As it came in for criticism from non-government organizations and political parties over the increase in FSI, the opening up of no-development zones for residential development, and factual mistakes in existing land use.

Hi Ravindra, Top 5 rental markets based on availability are Goregaon East, Powai, Kharghar, Kandivali East and Malad West. Among the top five rental markets based on availability, four of them are located in Mumbai and its suburbs. Only Kharghar is located in Navi Mumbai.

Hi Ananya, This is due to inventory pile up. There will be a downward pressure on prices and a reasonable improvement in sales. On the other hand, the rate of sales will be way lower than rate at which unsold inventory is growing.

hey Suresh, as far as I know the project was launched in December 2013. The construction work is going on in full swing and the possession date as said by the sales person is by end of 2015 plus three months grace period if required.

Marta Kya Na Karta Varun, Several schemes are also being offered, specially in pre-launch project like 20:80, 30:70, 10:80:10 and 5:80:15. Such schemes remain popular with many buyers in spite of the fact that they have to pay higher base prices as compared to buyers who like to pay a large volume of the capital value right at the start.

@Kaushik, The Dholera Special Investment Region is about 100 kms from Ahmedabad, and is being developed by the DMIC Development Corporation with Japanese funding of around $4.5 billion.

It's a good thought Niyati, if implemented ......."Thoda Khaye But Achcha Khaye" .....Govt. should think over this policy first.... If we look at the list of cities which have been selected as smart city, many of them would already have annual municipal budgets running into multiple times of this figure. On the other hand, there are few states which have shown doubt for implementing the scheme and if there is not enough support from them in terms of funding and administrative help, it would be difficult to take this scheme to its reasonable result.

WC Annanya, Yes, you can tabulate with these measures. Vashi of Navi Mumbai has the highest base land price of Rs. 12760/sq-mtr while the Ulwe node has the minimum land pricing of Rs 4950/sq-mtr.

Right Diwakar, MMRDA has been issuing notices to affected families and owners so that they can proceed with negotiations with them under Section 126 of the Maharashtra Regional and Town Planning Act. It is not necessary that all these buildings be demolished and residents evicted. They only need a little space.

But residents of those locality should also think that the Metro-III project is for Mumbai and Mumbaikars. The city is about to witness a great development because of this project. Suburban trains will be decongested and they will be able to save 15-20 invaluable lives daily that they lose today.
There are lot's of question coming into mind, if MMRC claims that only 8 families will be affected, then why has the notice been issued to other 2 buildings too? They should rehabilitate only 1 building instead of dragging other buildings into the controversy. Secondly, MMRC should have at least taken residents into confidence and come up with a tentative rehabilitation plan before issuing notices.

Q: When one buys property from an investor in an under construction project, he/she is entering into a multi party transaction.

My comments to replies
Most of the home buyers don't know when they plan to buy an under-construction property from an investor, the deal is not the same as they do when they are buying it from a builder. And it is not the same as if they are buying a property in the secondary market, from a home owner.
Right Veena, When an investor wants to sell his under-construction property to a new buyer for making profit on his investment, then he hand over the rights of the property completely to the new buyer in exchange. This transaction requires the builder also to be a party as the first buyer has neither paid the full consideration, nor in possession of the property. This tripartite (Assigner, assignee and builder) is called an "Assignment Deal". Many are unaware of the skill involved in these transactions and during the process discovers them and overcomes with difficulty.

True Jerome, The MMRDA has released bids for for request for proposal to design, develop, implement, operate and maintain the Smart BKC project. We are expecting that the project to be up and running by mid-2016.

Under this project, there will be WiFi hotspots, smart parking, smart street lights, video analytics and surveillance and citizen mobile application.

Yes Suresh, The overall project estimate is Rs 9.41 crore. Similarly, the cost of the street lighting system too will be borne by a national institute that is into energy efficiency. LED lights will be put up which will be synchronised with almanac.
Well Ravindra, It is true that there are 841 street lights in Bandra-Kurla Complex. Since there are plans of the state government to cover various junctions and strategic locations of Mumbai with CCTV cameras, some modification has been done to integrate it with the state's project.

Hi Mr Ravindra Singh, As per the latest news, The Aurangabad Municipal Corporation (AMC) on Monday referred to security motivations to demolish 3 constructions which were in close vicinity to the Harsul prison. Incidentally, the AMC itself had allowed to the property owners to set up the constructions. It is a huge controversy in Aurangabad now.
@ Ravindra, Corporators thrashed the municipal administration amid the general body meeting for knocking down the constructions. They requested that the property owners be well compensated by authority. Corporator Vijay Autale asserted, around 200 plots had been set in the area around year 2006- 2008. Over 200 property buyers bought plots, as well as some of these people, have obtained legal authorization to do constructions in their plots.

According to latest news, the greater part of the main 8 cities saw demotion in development in number of new launches, just Pune evaded the pattern as far as retention in correlation to the same period a year ago. Hi Ravindra, As per the latest news, presently it appears this project is not going to be finished by the following due date as the supreme court requested recently to authorities to keep up status quo on a land piece that was obtained by HUDA from Neha Nursery, until a case between the nursery and the authorities is at last discarded.
The construction work of this expressway project began in year 2012 and should be finished by 2015 March. On July 23, judges of a division seat, Mr Jagdish Singh Khehar and Mr Adarsh Kumar Goel requested Haryana state government and DLF, to file counter statements. Different parties are coordinated to keep up business as usual, as it exists the day, till further orders from court.

Good morning Pranab and Lewin!!!!! It is really a good thought by the state govt. that they are looking forward for the development of rural villages. As per rural development minister Pankaja Munde, the smart gram scheme is referred by the rural development department and they have been designing it for the past few months and have conducted surveys and studies for that.
Right Pranab.....and their main priority will be use of renewable energy, underground drainage, health and cleanliness, to make villages complete and ease pressure on cities. The plan was at the final stages. This would also involve convergence of the department's various schemes. All villages would have a VDP, which would create durable physical assets.

Because the above example shows that there is a clear difference of almost 13 % between the two. Hence, buyers must be aware of what the builder is using in his calculations for the Loading Percentage. Good morning Suresh, Builders/Developers also needs to recover the opportunity cost of land used. For example, in premium projects, the developer provides amenities that are far more superior than the prescribed norms and thus leaves the opportunity of utilizing the available FAR for developing an additional saleable unit. So, the developer passes on the additional financial burden to buyers in the form of both as an increased base price as well as higher loading.

Good Morning Rohan!!!! Some of the points are tricks played by agents, and some points are suggestions on what you should do when you meet a builder, broker, agent or sales executive who is showing you or explaining about a project. Always keep in mind when you are going for buying property :- 1) They create artificial scarcity and try to rush you, 2) Don't show the eagerness to buy, 3) do not do any booking only on the basis of the brochure, some presentation or looking at a sample flat, 4) don't feel shy about asking legal documents, 5) Say that you are seeing other nearby projects as well, 6) Dont be tempted with awesome deals and discounts, they are well designed, 7) Ask which all banks have approved the project, 8) Don't get over obsessed with the upcoming infrastructure.

Q: Due to the slowdown in realty market, project delay is very common these days. Completing a project on time is a big achievement.

Right Santosh, Project delay has huge financial loss for the buyer both in terms of home loan interest outflow and opportunity loss. Opportunity loss is potential rent received for a property. On an average, a project delay may cost you Rs 25000/month. At the time of purchase, builder assures the buyer on timely completion by incorporating penalty clauses w.r.t project delay in the agreement. But they always failed to do so.

As per Assocham Secretory General D S Rawat, on an average, real estate projects in India are facing a delay of 33 months in completion. Realty projects in Andhra Pradesh are facing maximum delay of about 45 months followed by Madhya Pradesh 41-months, Telangana 40-months and Punjab-38 months.
It is said that Maharashtra-21% alone accounts for over 1/5th share in the total outstanding investments attracted by real estate sector, followed by Uttar Pradesh-14%, Gujarat-13%, Karnataka-12% and Haryana-8%.

But it came to know that in 1986 tripartite agreement made between the developer, MMRDA and the state government, which had given him the land to construct but required small flats for middle-income families to be constructed on the Powai plot. As per the court, It was not meant to be a liberality to the company.
The court rejected the developer's dispute that area to be constructed for 40 and 80 sq-m was reduced by 15% taking into consideration the existing commercial construction, which in turn ought to have translated into reduction in number of flats to be constructed.

Hi Abhi, I have discussed with their sales executive and found that project has 3-wings with 21 floors. It is located near to check naka. It was launched in March-2013. And, the current price quoted by the developer is Rs. 8800/sq-ft. location and project looks attractive. They are claiming possession in Dec-2016.

Yes, it is true that in spite of inactive residential market, developers are still rushing to submit building proposals to the Brihanmumbai Municipal Corporation. As per the report, between April and October, the corporation's building proposal department received over 600 construction proposals across Greater Mumbai.
Hi Amreesh, In 2013, the total number of proposals submitted touched a high of 1279. Last year saw an alarming dip of around 25% compared to 2013. But there seems to be an upward swing again this year with over 600 building proposal. Data was collected fro the civic administration's development plan department, which compiles a monthly list of building proposals submitted in the island city and the western and eastern suburbs.

Hi all, It is totally opposite of expectations that the delay in corrections in the development plan will disable the regulatory approval process, the proposals received by the corporation in the first 6 months of the current financial year are almost equal to the numbers received in the whole of the last year.
Hi Bikram, It is a clear cut indication that developers have been making a beeline for regulatory approvals under the old development plan, expecting a more tough one on the support. As per the latest report, the western suburbs recorded maximum project completions, whereas the eastern suburbs show a great upsurge in new proposals and commencement certificates.

Yes, the new rules that became effective on Nov. 24 finished the need for a minimum fixed project size and did away with a regulation that specified foreign entities could only invest in the so-called ''greenfield'' projects. Investors have been shying away from Indian real estate as the industry is struggling with project delays between a complicated approval process involving many authorities. That led to a flop in demand, as buyers were worried about their investments getting stuck in delayed projects. A flow in interest rates till the middle of this year also hurt prospective investors as well as builders.

I hope that the increase in foreign direct investment is likely to bring more transparency, and also resulting in timely possession of projects and improved construction quality with access to better technologies. I expect investments will pick up over the next 2-3 yrs along with the expected improvement in demand.
You are right Ravindra, And this new rule changes included another friendly clause i.e. the lock-in period for investors was reduced to 3 yrs or upon project completion if it happened earlier. This allows investors to exit even if the project is stuck and encourages efficiency by rewarding those that finish projects early.

Only OC is not there , other approvals are there . Amenities are Toddlers Swimming Pool , Gym , Children’s Play Area , Multi-Purpose Hall , Indoor Game room and Jogging Track. All amenities are on terrace expect Play area and Jogging track in basement .
No occupancy certificate means that the building has not been given a 'Pass Certificate' by the concerned authority. As such, it does not have all the mandatory infrastructure or clearances that make the building inhabitable.

Correct Suresh, As per the owners of the society, they were given possession in 1975-1976. The following year, the Beach Resorts Co-operative Housing Society was formed and registered. The Society repeatedly asked the builder to execute conveyance and hand over the title deeds. The Society also asked for various other documents that the builder is legally obliged to hand over to the Society. Since the builder did not comply, at last, the Society, in 2009, filed a complaint before the Mumbai Suburban District consumer forum against Salot Builders and its partners.
Hi Varun, I also read this news in the morning......During the process by the court, it was found most of the partners had expired, except Chandrakant Salot. The Society deleted the names of the deceased partners without bringing the legal heirs on record, and proceeded against Chandarakant Salot alone.

This is only because of delays in completion of projects and the consequent returns. They have now decided to setting up in-house teams or bringing in 3rd party firms to monitor status of projects. Q: I have purchased an apartment on 10th floor in Jodhpur. The total agreement is for around 30lakh on which I also got a loan of around 25lakh. I, now, have to get the property registered and I have some questions: 1. Do I have to pay the stamp duty and registration on full 30 lakh or as per the DLC rates. Some websites say that it has to be on market value (DLC rates) or agreement value, whichever is higher. But the fee structure on rajasthan govt website (http://igrs.rajasthan.gov.in/writereaddata/Portal/images/pdf/fee-structure-eng.pdf) does not have this "or higher" clause. 2. In the 2016 budget there was a clip in newspaper that this year the charges will be calculated on 40% of DLC rates for those having flats above 2nd floor. Will it be applicable in my case?
